Indonesian government and university websites are not disabled friendly
Accessibility of websites and digital content for disabled groups in Indonesia is still low.
The Inclusive Internet Index ranks Indonesia at 66th out of 120 other countries. In terms of accessibility for persons with disabilities, Indonesia got a score of 69.75 and did not meet the standards of the Web Content Accessibility Guidelines (WCAG). Images on government websites do not have alternative text.
The problem is not only on the websites of government agencies, but also on university websites. 95% of university websites in Indonesia have problems with accessibility for people with disabilities.
when technically the website and digital content are still problematic, then in terms of usability it also saves storage between various users.
Although Indonesia has 10 years ratified the United Nations Convention on the Rights of Persons with Disabilities (UN CRPD) and five years has Law No. 8 of 2016 concerning Persons with Disabilities, which guarantees the right of access to information technology for people with disabilities, website accessibility and digital content. for them remains difficult and unavailable.
Inclusive and digital access
These technological problems are only one of the four causes of digital problems for persons with disabilities. Other factors are social, motivational, and financial factors.
In addition, policy factors are also very significant in their impact on digital. In developing countries, the impact of digital on women with disabilities is getting worse. The possession of gadgets and literacy of women with disabilities is very low even compared to men with disabilities.
In Indonesia, this is increasingly evident because of the interdependence of these factors. Socially, people with disabilities still experience discrimination and stigma.
From a financial perspective, welfare overshadows the empowerment of persons with disabilities. Around 82% of people with disabilities in developing countries live below the poverty line. From a policy perspective, the neglect of the involvement of persons with disabilities is still evident. Only 14 out of 70 regions in Indonesia involve persons with disabilities in deliberation on development plans.
